06 maart 2014 | Education for Change is currently conducting a global evaluation of the Education for All Global Monitoring Report (GMR), and would like to hear your opinion of the Report’s quality and usefulness to your work.

Since its first report in 2002, the Education for All Global Monitoring Report (GMR) has taken its place as one of the most authoritative reference documents and monitoring tools for a wide range of actors working towards achieving the six Dakar EFA goals. Although initially targeted at decision makers at the national and international level, the reach of the GMR now extends to include aid agencies, academics, governments, NGOs and civil society groups, teachers and students, and has expanded from an annual report to a broad range of ongoing research, data and social media resources through the GMR website.

The deadline for the EFA Goals and the MDGs is less than two years away, and the process for the development of a Post-2015 development framework is gathering pace. It is therefore an important moment for the GMR to take stock of its experience and consider its future role in the post-2015 education landscape. To this end Education for Change has been contracted to undertake an evaluation of the GMR’s contribution to the education sector, particularly in influencing policy dialogue in the context of the EFA architecture, and to provide recommendations about the options available for the continuation of a GMR beyond 2015.

Methodology

The evaluation will focus particularly on the last three years of GMR production (2010, 2011 and 2012), with a view to assessing the value and quality of the GMR and its related materials, the effectiveness of the governance and financing structures of the GMR, and the options for the design and scope of a monitoring report after 2015. In order to do this the Education for Change evaluation team will be using a range of methodologies including: a thorough review of the GMR and all its related materials in print and online; an examination of the documentation from the post-2015 process; consultations with global and regional stakeholders involved in education policy dialogue; eight in-depth country case studies (UK, India, Senegal, Brazil, Lebanon, Kenya, Russia and Viet Nam); a global survey of education stakeholders; bibliometric analysis of the reach of the GMR in education research; and an analysis of the digital reach of the GMR and its online resources.

The survey is a key part of the evaluation which focuses on the GMR’s contribution to the education sector, particularly its influence on education policy, and will provide recommendations on how a GMR might continue beyond 2015.
